It does indeed come from Bicester. The story behind it is that during the 70's & 80's some Liverpool fans had the same banner which they took all over europe with them while supporting Liverpool.
The person who had the banner made is a bit of a Liverpool fan and thought it a good idea to have the same at Oxford.

How can one possibly support Liverpool and Oxford? For me, Liverpool are the most reviled club aside from Slumdon, due to their supporters part in making sure Oxford never got to play in Europe. (Old argument, I know. But we're on about recycling things!)
I don't think I will EVER get the chance to see Us play in Europe.
