Chester say bye bye

Unsurprisingly Chester City FC have been wound up inthe High Court today:

Clock ticking for Southend and Cardif after court hearings today.
It might not be just Pompey that could go out of business in the league.
If 3 go before the end of the season would the Conference or the FA decide whether second place becomes an automatic promotion slot with play-offs for teams 3-6 or would the losing play off finalists get the extra promotion slot?
If 1 or 2 go out of business I assume that Grimsby or Cheltenham and then Darlo would get a reprieve before an extra promotion slot from the Conference.

I thnk Cardiff will be safe. I've heard and read quite a few reports both with Ridsdale and others and their position is purely cashflow whilst they sell land.
Southend I don't really have much background on their financial situation.
Pompey, I can barely believe the administrator has valued the club at £30m. Sure it might have players saleable at that, in a normal market situation, but who is going to splash out top dollar, when they might be available free in due course. Without the land owned by the former major shareholder, surrounding Fratton, they will never be able to develop. There is no hope of a new ground in or around the city. 60:40 on Pompey surviving.

I think this needs an explanation as to what those odds / percentages mean. I wouldn't want any schoolboy errors creeping in.
