No idea. But the situation was clearly ridiculous - Sunderland only being allowed to spend the same amount as Accrington despite getting ten times as many fans through the turnstiles. As for Dale Vince's complaints, surely no-one is forcing him to spend more money now? Can't clubs be responsible for managing their own spending? A limit linked to % of turnover seems much more sensible.

Exactly. Yes there needs to be control. But that has to be within each club’s own means, not based on the lowest common denominator. % of turnover is clearly the right solution.
