Isn't accuracy an absolute? Surely something is either accurate or not. Depends on the context. If you throw a javelin, aiming for 40.325m and you hit 40.328m, is that accurate? What about 40.227m or 40.122m or 32.839m? If you aim for treble 20 and hit treble 5 that isn't accurate regardless of if ...

I haven't got anything to back this up, but when I was a kid my Dad told me that with an 'H' noun, you use 'an' if it is a word with a French root (an hotel) but 'a' for others (a hostel). Don't really know what that means for 'historic', though.

I'd suggest that the most constructive option would be for RO to invite Sam to take part in some kind of Kickout-style activity. If he chose not to then the obvious answer would be to terminate his sponsorship, but if he did take part, it might be a good outcome for all involved.
