Welsh midfielder Fowler, now 29, left Burton midway through his first season at the club in 2006-7 after falling out with then manager Nigel Clough. He played alongside [manager Gary] Rowett for Burton in that season.
Fowler moved on to Newport County and has most recently had a third spell at Conference club Forest Green Rovers, the last on loan.
His parent club is Doncaster Rovers, where he has made four appearances in the promotion-chasing League One side.
Forest Green backed Fowler in 2010 when he admitted to battling with alcoholism but that would appear to be a problem he has put behind him now.
"Lee has a lot of ability and we needed someone with experience who could come straight in," said Rowett.
"I've told him he's here as cover and he might not get a game but you never know what's around the corner.

11 April - the Liverpool Daily Post reports that McGinty is happy to be working the system on loan at Tranmere.
15 April - the International Business Times say his loan has been terminated for for disciplinary reasons.
