As the country has been placed in a national emergency, it does mean the club won't be paying rent. Nor do they have access to the stadium.

The license fee is normally payable quarterly in advance on calendar quarters.
The license has a Force Majeure clause, which includes a national emergency, and the Force Majeure period releases the club of its obligations under the license for that period.
